Through community organizing, research, communications, legal representation, and policy advocacy, we influence land use and transportation planning, shift public investment priorities, guide environmental policy, and promote the provision of basic infrastructure and services.

Areas of Focus

Leadership Counsel advocates at the local, regional, and statewide level on the interrelated issues of land use, energy, transportation, water and wastewater, housing, agriculture, and climate change through the lenses of environmental justice, equitable investment and development, civil rights, and government accountability, which disproportionately impact lower income communities in Inland California more than any other region in the nation.

Where We Work

Riverside County

Our work in the Eastern Coachella Valley focuses specifically the rural unincorporated communities of Thermal, Oasis, Mecca and North Shore.

Kern County

In Kern County, we work alongside community members in the southern portion of the county in the unincorporated communities of Fuller Acres, Greenfield/ Rexland Acres, Lamont as well as neighborhoods in the City of Bakersfield.

Fresno County

In unincorporated Fresno County we partner with residents from the communities of Lanare, Cantua Creek, El Porvenir, and Tombstone Territory.

Tulare County

We work with residents from several unincorporated communities including Matheny Tract, Pixley, and Tooleville to right the wrongs of the past.

Madera County

Our work in Madera County focuses on the unincorporated communities of Fairmead and La Vina as well as neighborhoods within the City of Madera.

Merced County

Our work in unincorporated Merced County includes the communities of Planada, Delhi, and unincorporated neighborhoods to the south of Merced.
